Abstrakt:

The publication characterizes the health insurance system and indicates the need to making free insurance market as a main rule of how the present system should be developed. The issue has been of key importance since the creation of the public health insurance system. Analysis of the present situation was conducted and the needs resulting from existing inefficiencies, were indicated. The conclusion is that there exists a need to enforce new system capabilities which would enable free health insurances to optimize the health service market.
