Abstrakt:

The heat energy sector forms the biggest energy user in Germany and shows a high potential to reduce CO2 emissions. However, this potential is not exploited anymore. Currently used economic instruments in environmental policy do not cause sufficient impulse to ensure a desirable development in the market of heat energy. Thus, the introduction of a homogeneous market instrument is discussed more frequently in the policy. In combination with existing instruments, such an instrument could lead to a better and faster realization of ambitious goals of the Federal Government of Germany. In this article, we present an example of two ratio models with different assessment bases. The analysis of the models allows a preliminary estimation of the best choice for the heat energy market.
