 abstract={The paper discusses the public authorities in the context of their actions as a response to changes of conditions of the surroundings. The author refers to the analysis of the economic picture of public authorities and public administration. All changes in the surroundings influence transformation in the public systems understood as reforms (modernization) or rationalization.
