Demographic changes, together with social and economic reasons, make the existing pension systems very costly. Besides, they provide inadequate protection for the old.Falls in fertility rates and increasing life expectancy lead to the ageing population process. As a result, the old-age dependency ratio is projected to slightly more than double until 2050. The expenditure level for public pensions as a percentage of gross domestic product will rise in OECD countries from 7,4 percent in 2000 to 10,6 percent in 2050. Reforms are needed to adjust to these developments. But only a few countries have recently undertaken major reforms to make their pension systems financially sustainable. The majority of countries introduce only some changes to the existing pension systems. These reforms don't solve the problem, but only delay the crisis for a few more years.
