 abstract={The aim of study is to investigate the question if it is possible to ensure for the Financial system of the EU (and its particular components) two attributes simultaneously: of safety and stability (the bank is a public good, or, in another conception, a set of institutions of public confidence) or competitiveness and effectiveness (the bank is an enterprise). The author presents four dilemmas for the strategies and policies of financial market development in the European Union: choice between level of protectionism and level of liberalism, choice between full regulation and full deregulation of the banking-financial sector, choice between individualized supervision and integrated supervision of the banking-financial market, choice between national and supranational (European) supervision of the banking-financial sector. Either scenario should be well grounded on an analysis of full costs and advantages, taking into account various points of view and permitting to discriminate between the ‘beneficiaries’ and the ‘victims’.},
