National law - including the way of thinking and the philosophy of law - as well as the structure and the objectives of the Energy Regulatory Authorities in the European Union Countries show more cohesion than the real situation on particular domestic energy markets. Energy consuming is the main yardstick for the distance between Polish and Single Energy Market. In spite of long-term efforts put into Polish energy market transformation, there is still a problem concerning low energy effectiveness as well as high energy prices. Reforms resulted particularly from the necessity of modernisation and development of the energy industry, which for a long period have operated in centralised economy as well as from the need to follow the main initiatives that were undertook by the Western Europe Countries. The latter issue became very important at the time when Poland decided to be a part of the united Europe and take measures to realize that aim. Fundamental course of the energy transformation was to implement an economic mechanisms and a new ownership structures. Consequently, relative reduction of energy payments and improvement of the quality of the energy services were expected. That's why, similarly to the changes done in other sectors of the economy, competitive energy market was considered as the basic measure to realize the above mentioned aim.
