In the city development process, it is necessary to bear in mind the past way of using space and guidelines of Conception of country spatial management policy, European Spatial Development Perspective (ESDP) and also site planning law. Programming of city spatial management significantly influences the condition of purlieus region. The relations are bilateral: the region absorbs city resources and intercepts partly some city functions (that is why the region develops); on the other hand, the region transfers its resources for city functioning needs. In theory, the advantages are bilateral. In practice, sometimes cities derive resources from regions and it is the reason of stagnation of region development.
