 abstract={Lacking system solutions in Poland and connected with that development problems in renewable energetics affect a need for prompting political and administrative changes. The need is also distinct because of performance of EU initiative which assumes that contribution of the renewable energy to the balance of the general energy consumption in EU should be increased up to 12% till 2010. Development and utilization of renewable energy sources in Polish regions or in local markets will contribute for sure to: more effective and more complete utilization of manpower resources, increase of revenues in agriculture, forestry and orcharding, as well as improvement of natural environment, development of enterprise and industry, development of local markets etc.},
