 abstract={The aim of this article is to prove that collective undertakings will help to overcome wind energy development barriers. In the first part financial, economical, information and environmental barriers are presented which occur during an investment process. The main problems are connected with the energy law and protests of local people who have a |>oor ecological education. The solution of these problems is to create a local strategy to support investors and enhance their position on the market. The success would be obtained if only loeal people, investors, power utilities, energy turnover companies and local administrations, authorities, members of parliament and central government could co-operate together to create one compact strategy.},
